my antivirus software coming up and asking for permission to connect to the internet

Why is my antivirus software coming up and asking for permission to connect to the internet? The antivirus is a new thing that appeared. I saw it twice now when performing new installs of an app that I am having developed.  I have a Code signed Certificated installed on the App.
 
I am running Webroot v9.01.19.43.
The Firewall/Web Shield  Setting is: 
Enable  Web Shield
Activate browser extensions
Block malicious websites
Enable real-time  anti-phishing
Show safety ratings when using search engines

Warn if any new, untrusted process contect to the Internet if computer is infected
