This is a common problem, especially if you are not downloading directly from Adobe. This is due to the fact that often 3rd party 'additional' or 'trial' software end up added in, and those are often blocked. We refer to such extra downloads as PUA's (Potentially Unwanted Applications) or just plain junk. : )
Please go to https://get.adobe.com/flashplayer/ to obtain Flash directly from Adobe.
Read EVERYTHING that has a check mark. There will almost certainly be PUA's offered with your Flash download, and you will need to opt out of them.
