To add to what Sherry said, if you are using a web browser, you are quite sure the site should not be blocked (Common normally safe sites like aol.com or facebook.com), and receiving a block notice like the image below, you can submit a Trouble Ticket to have Webroot Support take a look into a possible problem with "False Positives".
