As far as I can tel StartW8 is a legitimate application; in fact freeware that is reviewed here & here as well as other sites. So on that score there should be nothing to fear...but more worrying is that you are asking the question as it suggests that this app has just appeared on your system without your knowledge. My suspicion is that you have recently downloaded something else from a 3rd party site and this has been 'bundled' with that downloader/installer.
I would check out the app in terms of whether it does anything for you and therefore whether you want to install it, and then either accept or decline the offer to install.
