Does anyone recognize this screen-shot? Where is it coming from and why do I get it sometimes several times a day?

You are actually getting this screen multiple times a day? I’ve never seen something like that before. What OS are you using? Windows? Mac? Linux?
Kinda sounds like malware to me, but I am not sure.
Are you just using Windows update or some 3rd party update tool. Looks like some update is stuck or doesn't finish properly. Before i started using Webroot myself in 2016 i used a Chinese sollution called 360 something something and i experienced the same problem.
