Unless the cookie settings have been changed, as part of the clear out, to automatically prevent cookies from 'taking hold' then all you should need to do is to visit the site in question and it will most likely deposit a new cookie on your system. It should be as simple as that.

 

And next time you come to clear cookies you might want to check, depending on what was used to clear the cookies, as to what facilities there are to retain certain cookies that you want/trust, so preventing them being cleared out.
