how do I remove Norton it wont let me uninstall the program

I am taking it that you have tried to use the usual uninstall option under the Add & Remove Proigram Control Panel applet?
 
If that is is the case then you can try using the Norton Removal Tool (here) which should sort out the issue for you.  Please note that this is actually a set of different tools for a variety of Symantec/Norton software, make sure that yo read and follow the instruction given carefully.
 
If the popups are due to the Norton software installation then they should stop as and when you uninstall the product. If you do uninstall Norton then make sure that you have alternative protection for your system installed & enabled ASAP afterwards.

I no longer run norton i run webroot but norton still pops up i have tried to remove by going to unistall program but it will not let me remove

be sure to run the norton uninstall tool in safe mode.In safe mode the norton processes should not be running.
