I am not receiving emails in outlook. How do I check to see what the problem might be?

Please take a look at this thread from the MS Support Forums...as it may be of use to you re. your issue.
 
There are several common reasons for that, which include...temporary mail server problems, wrong Outlook settings, exceeded space quota of the email account, incorrect MX records of the domain, etc., i.e., a whole raft of possible reasons...but it could just be a temporary outage at the MS end.
