I need block any adult contest from myself. For Windows is K9 - it is fine, because man can't easy uninstall and must reinstall whole Windows.
K9 for Android as I saw, is only safe browser, which man not must to use.
I more secure tool for Android or Android is system in which without rooting is posssible uninstall all?

Previous to switching to a "dumb" phone with no web browser, I used to use an app called Covenant Eyes that worked great. It does filtering of the internet traffic and reporting too. You can lock down which apps they have access to and they must generate an uninstall code to remove it - which creates a notification too. Hope that helps.
