Shadow Defender and Webroot ?

Apologies...but I cannot help here. HOwever, I believe that @ used to, and may still, use SD in conjunction with WSA.
 
He may well have some advice or salient input re. your question.

I never fully resolved the issue that you are seeing and my working solution has been to exit Webroot when I enter shadow mode and now I don't try to reactivate Webroot until it does so automatically when I exit SD.
 
I only use SD on demand as you are doing and find this an acceptable solution. This ensures the integrity of the WSA settings, scans etc which suits me fine. I do not mind having WSA shut down when in SD as all alterations are lost when exiting SD. I do not like committing files/folders when in shadow mode.

As you can imagine, a few years of running Shadow Defender (on-demand) with "security".
 
Exit Webroot, was not what I was hoping to hear.  
 
Guess, I'll trial Webroot shut down before enter Shadow Mode + Webroot shut down before exit Shadow Mode. 
 
Yes, I've had issues with SD Exclude.  SD seems okay (for me) with minimal Commit e.g., bookmarks. 
 
Funny, I was imagining Webroot cloud protection as more compatible with my toys.
Now, I'm wondering what an image restore will do to Webroot.

@You could always try committing your WRData file if it is not too large. Mine is around 100 MB although, as I say, I never commit files through SD.
 
As for an image restore, I had to do one last month following a disastrous Windows Update. It worked perfectly (phew!) and Webroot never missed a beat.

Are Webroot Settings within WRData or are Webroot Settings within registry..?
One of these days. I'll ask about, what's all in WRData. 
 
Is 100MB normal growth over time.  IIRC, WRData can grow quite large (GB).
My WRData at 5MB feels like a baby. 
 
Good to read your image restore worked (phew!).
 
Thrice > Shut down Protection before enter Shadow Mode + Shut down Protection before exit Shadow Mode < worked. 
WRLog timestamp goes back in time.  
And as you advised:  Webroot starts okay on Restart.
