Without more information whether you have Webroot or not .. I suppose you should go to Toshiba.com or Google, "Toshiba touchpad does not work properly".

- Start Device Manager
Windows Vista and Windows 7: open the Start Menu and type "Device Manager" in the search field. Select "Device Manager" from the results.
Windows 8: At the Start screen, type "Device Manager".
- In Device Manager select Mice and other pointing devices, then right-click on touchpad entries and select Uninstall.
- After the driver uninstalls, reboot your computer. The driver will install automatically.
