I'm not able to open internet explorer. I get a window stating " t8ExtEx.dll is missing? How do I recover fro this error?

That is part of a toolbar that was removed, IE doesnt like that it no longer exists. I would reset Internet Explorer as it should help. If that doesnt work open IE in no-addons mode then reset it.
1) Open internet Explorer
2) Click on "Tools" or click on the cog icon
3) Click on "Internet Option"
4) Click on the "Advanced" tab
5) Click the "Reset" button at the bottom
6) Click on reset Internet Explorer
