When cut computer off each time why do icons move from the positions they were in?

Try this:
Right Click the Desktop -> In the Drop-Down Menu-> Show View Options-> Click the option Arrange Icons By-> Uncheck: AutoArrange

Welcome to the Community Forums.
Whilst I completely agree with what Petrovic has said I am afraid that in my experience Windows icons can go walkabout if you change screen resolution or something related to the graphics adaptor, but also, most unfortunately, sometimes for no reason at all, even after checking the 'Lock Desktop Items'.
The only way I have found of handling this is to make use of a freeware utility that is avaialble and allows you to (i) save the Desktop position and then (ii) restore them in the event of a change. Not ideal but the best solution in my humble opinion.
As it is contrary you Community Guidelines to post links to other software please PM me if you would like the link to try the software for yourself.
