Why Does This Message “Chrome Did Not Shut Down Correctly” Pop Up In Chrome?

Whenever I open Chrome after a Shutdown, this message “Restore Pages Chrome Did Not Shut Down Correctly” pops up. If I click on “Restore Pages”, nothing happens. Why does this happen and does anyone have any solution? Any help will be appreciated.

I see it sometimes as well but I don’t know the cause and it has nothing to do with Webroot maybe look over here: https://support.google.com/chrome/thread/12807083?hl=en and here: https://support.google.com/chrome/search?q=Restore+Pages+Chrome+Did+Not+Shut+Down+Correctly

Thanks for replying. I previously thought it was a webroot issue but later found this. It seems, preventing chrome from running background apps after closing it solved the problem.
