Does Webroot protect against online viruses? Everytime I go online, I have this persistent virus.

The virus is called Jumbo Deals and continuously blocks the website I am visiting. Is there anyway Webroot can delete the virus?

Jumbo Deals is not a virus but rather a non-malware program we commonly refer to as a PUA or Potentially Unwanted Application.
 
These are very annoying at best in that they cause pop-ups, redirect your browser home page, and other behaviour that may slow down the computer and direct ads your way (this is the primary mission of Jumbo Deals), but they are not actually doing anything bad like damaging files or stealing information. Often they are installed intentionally by you the user as browser add-ons for various tasks such as quick search tools. But they also come with the result of added annoying pop-ups and ads. Other times they 'piggy back' with other software that you installed, or try to 'sneak' onto your system entirely.
 
The key to avoiding them is to make sure that when downloading apps one does so from the author's own website or one that they have recommended, and not 3rd party downloading site.
 
WSA does detect and remove many PUA's, and more are being added, but WSA does not detect all of them. A simple browser add-on with PUA behaviour that is easy to identify and easy to remove is not likely to be detected and removed by WSA. Those that are intentionally difficult to locate and remove are. Please see THIS LINK for more information regarding Webroot's stance on these annoying programs.
 
If you feel or consider yourself technically proficient then you can try these steps to remove it from your system.
 
However, if that does not work or you do not feel technically capable then the best thing to do is to Open a Support Ticket & ask Webroot Support to take a look and remove these for you.  There is NO CHARGE for this for valid WSA license holder.

Thank you very much; one more question, there is a program called resoft that doesnt want to leave my computer. I have tried uninstalling from control panel but doesnt leave. Any tips?

I am afraid that you have another PUA there, and from my research you are not the only person who has experienced issues in terms of trying to remove it.  There are browser extensions associated with it and you should be able to remove these by following the instructions that were provided in my previous post, but the installed program is a different matter.
 
You could try using Revo Uninstaller; a program that a number of users here use, however even that may not work so if it does not then Open a Support Ticket or update the one that you may have already opened re. my previous suggestion.
 
I do have some other ideas but cannot share them in open Forum but if you would like to private message (PM) me then I would be happy to share.
 
In terms of avoiding PUAs, as I said in my first post, it is easy enough by just trying to make sure that (i) you download from either the author's site or from their recommend download site & (ii) you check the install process very carefully and take care as to what you check or leave checked during the install process.
