Persistent Win10 messages

Hello,
 
I am geeting persistent "Check virus protection" messages in my Notifications area in Windows 10 that both Windows Defender and Webroot  are turned off. Windows Defender IS off, and I can't see how to turn it back on. But Webroot says it is up and running.
 
I have run scans with both Webroot and Malwarebytes and am not finding any sign of an infection or a malware incursion - but the message is making me paranoid, and I don't remember turning off Windows Defender. Any advice on how to proceed?
