In Chrome, I may click a response on a website, like choosing an item or clicking to read an article, and out of nowhere a new tab
will pop up, taking over my screen , often with a voice saying call this number right away to remove this virus. Sometimes I can close the tab, sometimes the only way to get rid of it is by Task Manager, and sometimes I have to power off to get free from it.
I have scanned with Webroot SecureAnywhere many times, but it detects no threats. I'm not overly techie - is there anything else I can do, or do I just go to a factory reset or something that wipes everything clean?

Welcome to the Community Forums.
My first suggestion would be that you install an ad blocker to see if that deals with what is obviously a scam probably from a driveby.
Good free Ad Blocker like the ones suggested below:
