I made some settings on my phone , now the only screen I can get is for emergency calls only. I can't get to my phone settings or Webroot settings. The phone is useless now. It is an Android. HELP!!

I am sorry to hear of this ordeal. It sounds like you have locked yourself out of your Android device. The only way I know for you to access your phone again is to do a soft/hard reset. Do you know how to do that? This will wipe everything off your phone, sorry to say. But Google should have a back up of your contacts.
Otherwise I would Contact Webroot support and see if they can help you unlock your Android.
