Does webroot need to be installed on mac and windows when using parallels?

Installed webroot on mac side and am using Parallels 10, does it also need to be installed seperately on the windows virtual machine?

Yes, if you want that Windows VM to have protection.

    Does installing on Windows VM count as second license, I'm guessing yes!

    Yep it does - you'll need a license for each VM you run.  So one license for the host OS, and one for the VM in this case.
