In the circumstances you are describing I do not believe that WSA installed on a computer will protect a smartphone connected to that computer.
I am wondering if you are effectively asking about whether the USB Shield will protect an unprotected, i.e., no Webroot app installed, smartphone so connected, but I think that only works in relation to USB flash drives which a phone would not normally be recognised as when connected.
