I bought my webroot through a online computor company and want to know is webroot a fire wall

No, strictly speaking WSA is NOT a Firewall...it is specifically an antimalware application with a outbound firewall component, that needs to be used in conjunction with the Windows built in Firewal or a 3rd party firewall to cover the inbound communications side of things.
