I read that Webroot auto updates its software and no longer downloads threat definitions, and that threat detection is performed in the cloud. Is the cloud part of what I am paying for and not something at an additional price?

The Webroot Cloud (or more correctly The Webroot Intelligence Network or WIN) and your use of it via WSA is covered in the subcription that you pay for using WSA...there is no extra charge.
