Do I need to use/enable web filter extension for full protection?

I've been getting the endless spinning circles instead of the green dot/checkmark when using the Chrome browser on my PCs.
Have tried uninstalling/reinstalling Webroot Complete but still get the spinning circles in search listings, it's very annoying.
 
If I don't use/enable the filtering extension for the browsers I use, IE, Chrome or Opera will Webroot still protect from internet malware? Will Webroot protect browsers if they are not added to or listed in the Application Protection menu?

    We beta testers are testing a new Web Filter with a Driver and it's working well. I have not heard when they will release it to Consumers at this time but something to look forward to. And yes the rest of WSA's Shields will still protect you such as in the picture below and it's Realtime Shield.
