I think you are blocking Bethesda forums and I can't find anything newer than one year old to instruct here how to check this.
None of your pages have the current information on them and I can't see how to check if you are blocking them or not.
Really special that you change stuff but you don't bother on updating the customer instructions.

My ISP took me through some steps and I'm in now -s-
1. Turn off modem (dsl) -Unplug it .
2. Disconnect Ethernet cable from computer
3. Turn off computer
4. Turn on modem and wait for power light to become solid.
5. After waiting at least 10 seconds turn the computer back on.
6. Plug the Ethernet cable back in.
She said unplugging the ethernet cable is important and something most people don't do. Also she said the steps have to be done exactly this way.

I don't understand what you are asking me.
I checked both my things like you showed and they are both empty.
You have not said yet how to deal with blocked or unblocked websites.
I don't know why I can't get into bethesda forums when everyone else can. It's not just the forums either. It's everything except the elderscrolls online.

My normal browser is firefox. I tried IE because I thought it might be a browser thing Sometimes sites make it so you have to use IE.. I got the same error.
I don't see here how to upload the screen I took of the message. IE checked my settings and said my computer was normal. It said Bethesda was not responding..
Firefox says it's "taking too long"

Here is one other thing that you can try in Firefox:
You can try to reload the page and bypass the cache.
Hold down the Shift key and left-click the Reload button Press "Ctrl + F5" or press "Ctrl + Shift + R"
Also check the date and time on your computer. The clock icon is the Taskbar, double click on it and see if it is correct. It should be, but check just in case.
Let us know what happens.

with your left hand, hold cntrl shift, while holding , hold the R with your right hand
what time zone are you in? that would be correct if you are in central time zone.

Try clearing out your cache and history.
click on tools in Firefox, then options. In the window, click on clear all current history
I have all checked, but you dont have to clear everything, just check the cache box and I also suggest browsing & download history. then click on clear now. Shuit down Firefox and restart it and try again
ok did all that and changed mine to show "Don't tell sites my preference" Cleared off everything and restarted.
I never allow cookies.. Only per site.. Like this site and the bank and bethsoft and but Not on .. My cookies are turned off except for specific sites that I allow.

I allow them to place their cookie but the site should load up anyway..
I've checked when I'm trying to load and no cookie was placed which hints to me that it's not reaching them at all.
