Are there internet content parental control functions available through Webroot? If not, is there a recommended program available that will work well while Webroot is running?

No, WSA does not include Parental Control functions as part of its make up.
EDIT: Apologies but forgot the part about any suggestions...what is the best, etc., is a moot point and probably you will need to do some research...but to help you on your way may I recommend that you check out this web page from a very reputable site that I have used often in the past. The contents will assist in terms of freeware that you can use.
