A while ago when I booted my pc (Windows 7) Safari started up immeditely after the boot and asked if I want to install "NEW_webfilter.safariextz". That looked very suspicious to me, so I declined. Then I searched for information about that particular file or behavior on the internet, but didn't really find anything reliable. Then looked for the file on my harddisk, found it and removed the file. Since that, Safari starts up every single time I boot my machine and informs me
"Safari can't find the file - No file exists at the address ProgramData/WRData/PKG/SAFARI/NEW_webfilter.safariextz".
Only later I realized that this file probably has something to do with Webroot!
Please, tell me how to get rid of this problem and stop Safari from opening up. I am a website developer use Safari only for testing sites that I have made myself.

This is the Webfilter for Webroot in Safari.
The only advice I do have is that you could uninstall Webroot and reinstall again and that will bring back the Webroot Extension.
Have you looked in Safari/Preferences to see if the webfilter extension is enabled there?
Would there be anyway to retrieve file from the trash? Sometimes a system restore would help if you are using a PC.
Also if you prefer you can always issue a Support Ticket which is free with an active subscription. They will glady fix this problem for you.
Please let us know if this was resolved or not! This would be valuable information for others with similar situations.

As Sherry has pointed out this is related to the Web Threat Filtering extension of WSA and as such it is recommended that you install it as it is part of the protection that WSA provides, by notifying of potential issues and dangers re. the sites that you visit, before you can be exposed to them.
Having said that WSA will function very well without it being installed and in terms of your system you still have the other protection that WSA provides by being installed on your system.

I had the same problem with Safari in Win 8.1. I installed it and verified it to be enabled in the Safari Preferences but still Safari would automatically startup after a reboot and insist on a (re)install of webfilter.
I then proceeded to the containing folder WRData and found that there were two webfilters:
NEW_webfilter.safariextz dated 26/2/15 and
webfilter.safariextz dated 3/6/15
I then uninstalled the webfilter that was installed,
Closed Safari,
Reopened Safari,
Entered the file address File:///C:/ProgramData/WRData/PKG/Safari/webfilter.safariextz as the URL and proceeded with the install.
webfilter installed correctly and has not been prompting for a reinstallation again.
Safari does not start automatically on reboot.

It's NOT anything 'bad.' It's a translator.
People who don't know what things are on their computer - esp. those with PC's (which is understanable), should...well, you shouldn’t use a PC.
In Mac-land, same thing, but, it's easier; DON'T muck around.
Simple rules;
- DON'T download software from 3rd party sites.
- DON'T install any 'impulse' software - check it out first, and if you want it - go to the software's creator's website.
Use a good firewall, keep your software up to date, and use common sense.
