Password Protection Application

Hello. . . .   I am a new member and this is my first question.  I listed myself as a Non-Techie, but that would be bragging.  I'm one of those old dogs that you can't teach a new trick too. 
 
What is the Password Protection application;  how does it work;  what am I supposed to do and what does the application do;  what other things do I need to know;
 
In the future I hope I'll be able to ask more intelligent questions.
