The tab in Utilities - System Control - Start; should this be setup as allow monitor?

Welcome to the Webroot Community.
All the processes listed there should be set to allow and I would not advise changing any of those settings.
That feature is used to see what active processes are running on the system and if one is being monitored it usually means that it is doing something suspicious.

Oh, I thought monitor meant it was checking site for viruses.

Monitor means that Webroot is watching what that process does basically. For example, if you set everything in there to monitor, the machine would probably slow down a bit as Webroot would literally be watching everything instead of just malicious files.
