I am running WSA (2015) under Win 8.1 and am not seeing this issue.
Would you please do a clean reinstall; download the installer here and make sure you have a copy of your keycode to hand.
Then uninstall WSA and Reboot. Once rebooted run the newly downloaded installer (do NOT accept the import of any previous settings if so offered), enter the keycode when requested, and let the process finish the install scan. Then Reboot and check again. Either way let us know if that solved your issue with Action Centre or not.
