As far as I understand it a .ipa file is an iOS application archive file which stores an iOS app, so it would be interesting to know how you have these in your Recycle Bin?
But as to your question...I for one am not aware that there is any discrimination made or that can be made by users in respect to which fiels are deleted, so I suspect that this is one for the Suport Team and that your best best is to Open a Support Ticket to pose it.
