I did a System Restore in Windows 11 and after I logged back in the error message was on screen.
I disabled Webroot and tried the same System Restore Point again and the same message. Administrator Command Prompt ran in the order below
SFC /Scannow DISM /Online /Cleanup-Image /CheckHealth DISM /Online /Cleanup-Image /ScanHealth No Errors Uninstalled Webroot and reran the Same System Restore Point and Success. Webroot was installed again, had to input the Keycode.

Hi Triple Helix I thought support was the most likely route. :) An Internet Search revealed the issue with other third party A/V but did not see Webroot mentioned. I also posted as a possible work around if someone else has the issue. I know it is not recommended disabling or uninstalling Webroot but you will only find out a workaround by trial and error, Thanks again for your help and have a good week.

Yes and please let support know as they can investigate it could be a Win 11 issue or Win 10 as well but I don’t use System Restore on my systems as I use a Back Up program and do weekly back ups to an external HDD.
