Every time I open a new tab, it shows this to be the most active tab. What is it, and how do I shut it down.

When you open IE does it go to your homepage, blank or anything else? You could have an PUA or in other words Potentially Unwanted Application can you look to your IE add-onns to see if there is something in there that you didn't know that you installed. Please have a look in the pictures below.

Let me restate the issue, my fault.
Also is there a way to insert a screen shot. It will no let me do it.
Anyway, My home page is working fine, and I looked at the Ad-on and can no see any problem. I have IE set to show Home page only on the main window. When I open a "New Tab" it shows the used websites, with the most active 1st. This site listed always shows as being the "most actrive", but I have never been there. When I go there it is a single block asking me to sign in.

Now that is quite interesting. I am not a user (yet) of IE 11, so what I suggest may have little to no value.
In Chrome, my default browser, it has the same sort of new tab page which shows the most used pages visited. Clearing browsing history of course clears the entire list. Have you tried clearing the IE browsing history and cookies?
