Or rather, is there any UTM/router/edge solution that employs the Webroot Cloud API in order to classify incoming traffic on the edge?

May I suggest that you open a feature request in the Ideas Exchange (see Featyure Request link above) and then other members can add their comments/vote by giving your idea kudos all of which will bring it to the attention of the Development Team...and then who knows...;)

I am with Daniel on this. Was not aware of the service and would really be interested in understanding better what it is all about, how it works and how it compares to what the Client WSA offers. I can guess some of it but, for those that know me, I prefer to get the information from the experts.
Also, given the pricing structure I presume that this is mainly targeted at the business community rather than the home user?

Web Security Service is a Web Proxy that provides more flexible and configurable Web Filtering solution for our Business product. The product page that I linked is a good place to start for information on it, I'll need to pass this thread on for additional information.
