3 Devices?
I need to uninstall webroot from a brand new laptop that is not working correctly and exchange the computer with a new one. After uninstalling will I go back to having the capability of installing webroot on 3 devices?

YES, you certainly can recover that license seat, and in doing so you will also make it so that in the event that exchanged computer does happen to be powered on and connected to the internet WSA will automatically be uninstalled.
