4 instances of wruninstall.exe startup when my Windows 10 PC starts. Is this right / needed?

Yes there are and please leave them as is. It has to do with the Password Manager to be able to use in all accounts on the PC and it doesn't have any effect on startup speed.

There are multiple instances of wruninstall.exe running at startup on my computer and they all have high impacts on my startup speeds. My computer takes several minutes longer to start up when they arre enabled. Like 4 or 5 minutes.

As you will have seen from the previous posts in this thread these are supposed to be there & run at start up but increasing your startup time by 4-5 minutes is not nornal.
 
I suspect that this may be due to a fault install and/or update of WSA so I would recommend that you carry out an uninstall/clean reinstall of WSA. If you would like to try that then please follow the steps below closely!
 

• Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example:SA69-AAAA-A783-DE78-XXXX
• KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
• Download a Copy Here (Best Buy Subscription PC users click HERE)
• Uninstall WSA and Reboot
• Install with the new installer, enter your Keycode and do NOT import any settings if offered by the installer; to as you can set it up as you like once it's done
• Let it finish it's install scan
• Reboot once again

and see if the startup time has improved/is back to normal.
