Welcome to the Community Forums.
 
Just a quick question to supplement what Sherry has suggested...did you install a new and/or upgrade an existing app on our system just prior to this issue starting or being noticed?  The reason I ask is that WSA will automatically make a determination on new apps or upgrades and in some cases, if it is unable to make that determination it will start to monitor the app or upgraded app...and this activity has been known to cause 'issues'.
 
If there has been no new install or upgrade just prior to the issue manifesting itself then please disregard the above...but if there has then please post back and we would be glad to explain where to look to check out the possibility of WSA having some part in the issue.

This could just be a shot in the dark,but as you are a verizon subscriber,i know they have offered the Mcafee suite in the past,and certain suites like Mcafee and Bitdefender do not play nicely with products like Webroot.If you have run Mcafee in the past on that machine,you can follow the intructions below,taken from the Mcafee website,to remove Mcafee fully.Of course removal via add/remove programs is the first step.
 
Download and run the McAfee Consumer Product Removal (MCPR) tool:

1. Download the MCPR tool from: http://us.mcafee.com/apps/supporttools/mcpr/mcpr.asp and save it to a folder on your computer.   IMPORTANT: The MCPR tool is updated periodically when new products and updates are released. Always download a new copy of the MCPR tool before using it to uninstall your product.   
2. Navigate to the folder where you saved the file, and double-click MCPR.exe. 
3. When you see the User Account Control dialog box, click Yes.
4. At the McAfee Software Removal screen, click Next.
5. At the End User License Agreement (EULA) dialog box, click Next to accept the agreement.
6. When prompted, type the Captcha information, which is case-sensitive, to validate to application security, and then click Next.[list]
7. If you have Family Protection installed, type your Administrator user name and password and click Next.
8. If you cannot authenticate, follow the on-screen instructions to obtain an uninstall code. If you do not have Family Protection installed, you will not receive this authentication prompt.

When you see the message CleanUp Successful, restart your computer. Your McAfee product will not be fully removed until after the restart.
