Is "webroot secureanywhere complete" has anti spam filter for Outlook?

Welcome to the Community Forums.
WSA does not have a specific or dedicated anti spam feature, and certainnly no plugin available.
It still provides protection by scanning any attachments that you may receive and detatch from an email and it will also scan and warn you of any links inlcuded in emails that may refer you to suspicious or potentially dangeroius websites
If you are looking for dedicated anti spam features I am afraid that you will need to look at a standalone anti spam solution (as I have done...;)).
