Can I start Webroot without an internet connection?

I was told that one of my laptops has a lot of malware on it; I cannot get an internet conection.

No you need the Internet to even install WSA are you a customer? And if you are Submit a Support Ticket and see what they can do for you!

To add to what Daniel said, pretty much ANY AntiVirus/AntiMalware will require an internet connection upon installing.  Simply put, the CD's that are used to install do not contain up to date software: those images are generally at least 6 months old and so an internet connection would be required to update the software (For WSA, minimal data useage) and the software AND definitions for any other (A LOT more updating and data usage).
