can my web root program clean my registry

i am having little program errors her and there i scan this web root it tells me no problems but it feals like some thing is not just right.

Registry cleaning is a topic that generates a fierce debate as to the benefits/dangers and whether one should/should not...more on that in a minute.
 
To answer your question directly the answer if you are running the Antiviruse version of WSA (which I assume you are as you are posting in this forum) is 'No'. If yo were running the Complete version then you could use the System Optimizer feature of that version which does some limited Registry cleaning as part of the optimisation process.
 
To clean your Registry yo will need to avail yourself of a specific app; either a paid for or freeware one (a popular one with members is CCleaner...which appeares to be safe to use...at least it has caused me no issue...yet).
 
And that brings me onto the points initially mentioned, and leads me to ask the question...how do you knwo that the issue is Registry-related and cleaning the Registry will resolve the problem?
 
There are different schools of thought about this and if you scan the Internet you will find vehement discussion both for an against.  I personally steer towards 'mild' cleansing from time to time being no bad thing but you need to be wary of cleaners that say they find 100's or even 1000's of issues when you first scan...in my book those are the ones you need to be wary of/avoid...as if you had 1000's or even 100's of Registry issues most likely you would not be able to run WIndows.
 
So before you go down a route of using a Registry cleaner try to make certain that it is the right course of action and will resolve your issue(s), then if you do (i) make sure that before you run whatever Cleaner you decide to run you image your system or (ii) at the very, very least you create a System Restore Point...just in case the cleaner causes you further, more serious issues.

I recently installed a program Fortect, it took some time but it seemed to have cleaned out a lot of junk. I was having problems connecting to the internet ( a problem with my internet adapter I believe). I resolved that problem after I got my PC to finally reboot. Then I ran the DISM cleanup image restore health, then ran the SFC scannow commands. Then backed up my Registry. After that I installed FORTECT. So now I’m debating on installing Webroot OPTIMIZER or, paying for the FORTECT.

Probably because it came up on my search, and the way  Open Text has got everything screwed up since taking over WEBROOT. Which was previously very easy to use and get answers. I just bought Optimizer and it has been nothing but trouble.

Optimizer has created nothing but problems for me, as soon as I purchased the S\W, 1st with login problems to webroot.com. Then after resolving that problem a new one pops up after downloading Optimizer; I'm asked for a key code I supposed for the S\W I just downloaded which I had no idea to save prior to activating the new S\W. 

Prior to Open Text taking over WEBROOT was very easy to use; now its just one pain in the ass after another. I've subscribed to WEBROOT ever since it was offered by Microsoft with their Premium accounts. So much for this crap any more.

I have had no issues in all the years using System Optimizer so this sounds very odd to me.

 

Have you tried contacting Webroot Support and asking them questions for any issues your seeing with System Optimizer? If not you should: https://www.webrootanywhere.com/servicetalk.asp?

Guess what! I’m now trying to dnld Optimizer to anotheer PC, and I going through the same damn problems I went thru on the 1st PC I dnld the program to. Opentext Carbonite they should all keep out of the security business. I’ve been 4 hrs. trying to complete a simple task that usuually takes minutes not hours.
