could webroot block windows 10 download...
I am not able to download Windows 10. Could webroot be blocking the download?

Not sure if Webroot would be blocking this or not. I would say not.
I would suggest to install Windows 10 by using this tool https://www.microsoft.com/en-ca/software-download/windows10 and upgrade using it instead of going through Windows Update if that's where you are trying to obtain it from?

Otherwise if you are concerned that Webroot could be blocking Windows 10 or causing these errors then please Submit a Support Ticket and they can check this out for you.
