Well, having checked a little there does not appear to be anything indicating a nefarious reason for this occurring. May I just ask whether you have installed or uninstalled any software applciation recently or just before the issue manifested itself?
 
Eitherway, I would recommend that you review this thread (in terms of general information) & this thread (in terms of Windows 10 specifics) over at the Micorsoft Support forums, that deals with this issue.
 
Hopefully something therein will provide you with some guidance as to resolution/fixing the issue.

Did you try shutting the computer down (along with any peripherals), wait about ten minutes, plug everything back in and try to start in safe mode (keep hitting the F8 key) as it boots? At least you can supply additional information to give to the techs. Good luck and please write back. And thank you@Baldrick for your detailed reply!
