Does Webroot keep me from selecting the default browser
Where is the setting that is preventing me from changing my default web browser

Welcome to the Webroot Community.
Webroot does not, as far as I know, keep you from choosing your default browser.
To set your default browser in Windows go to the Control Panel and select Programs/Default Programs, then select "Set your default programs."
