Does webroot prevent synching a mobile phone to my pc?

I am no expert in this area but it is possible that it could. To do this you should check under:
 
1. Main panel > PC Security (click on gear/cog) > Block/Allow Files,
 
and then check in the list of files/apps for any relating to Samsung Kies.  If you find any and they are set to 'Block' then switch them to 'Allow' (or 'Monitor' if unsure) if you are sure they are safe.
 
2. Main panel > Utilities (click on gear/cog) > System Control > Start (under Control Active Processes,
 
and then check in the list of files/apps for any relating to Samsung Kies.  If you find any and they are set to 'Block' then switch them to 'Allow' (or 'Monitor' if unsure) if you are sure they are safe.
 
There are issues reported over on the Android furm (here) which you may want to check out in case they help?
