Webroot Not detecting False  install latest update foe Adobe Flash player or Java.

Where did you download them from? please download them from their original sources only!
 
Adobe or Flash don't have no Norton bundled with them unless you download them from unknown/ shady sites

It appears that the website that you are downloading those from is not the legitimate site.
 
Many times, these are not infections, so Webroot will not detect them. They are generally Potentially Unwanted Applications.
 
Please ensure that you are always downloading from the official websites.

The popup did not show up in a request for an update on my part but as I clicked on a totaly unrelated link. I was not looking for an update for Adobe Flash or Java. I closed the tab and retried and got to where I wanted to go by clicking on the same exact link. As far as I can tell my computer is working after I closed the tab with the popup.Still I am anoyed why this happens.

DId you happen to make a system restore point prior to the install?  If you did, you can restore back to that event and it will remove the major parts of the program. 
 
You might be able to start the computer in safe mode and then enter the Program and Features in the Control Panel.  See if there is an uninstall program.  Now if the program is truely a bad program, it might not appear or might not removed the program. 
 
One of the probelms about programs like this is that you may still need to worry even if the message goes away since it might be stealing your information in the background.
 
You can now go, in safe mode, to the "C" drive in MY PC.  Find the program listed in one of the Program Files listing.  Try deleting the folder with that program included.  It might be under a different name.  If you don't find the listing, go to the search line and type the program name and see if you can right click on the program and find the location.  Then you can try to remove the program files.

You do not need to do a system restore in this case. Just remove whatever toolbar junk it installed. Since the file was not downloaded we can't tell what happened. We have around 250k + files in our Database with that file name, all of which are bad. So the chances are it would have been removed.
