I am sorry to hear you are having this issue. Were you able to connect before you reactivated your Webroot account?
 
Would you please do a uninstall/reinstall of Webroot so to eliminate that this might be the cause of Webroot? It will only take 5 minutes or so to complete.
 
Please follow the steps closely!
 

• Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
• KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
• Download a Copy Here (Best Buy Subscription PC users click HERE)
• Uninstall WSA and Reboot
• Install with the new installer, enter your Keycode and don't import any settings if asked to as you can set it up as you like once it's done
• Let it finish it's install scan
• Reboot once again

Please let us know if that resolves your issue?

If I may add to what Sherry has posted...if yo are making an outboud connection then turning WSA's Firewall component will disable that but you will still be left with the Windows Firewall (which should be on in conjunction withthe WSA Firewall) covering/guardiing the outbound connections from your system.
 
May I suggest that you need to look at that (via the Windows Firewall with Advance Security option) to check and see what is potentially impediing your connectivity.
