Webroot firewall is active, should I disable Windows firewall?  What will happen if I leave both firewallls active?

Welcome to the Webroot Community.
 
You'll want to leave both running. That is how Webroot is designed to work. Windows handles the inbound traffic and Webroot the outbound.
