Can't find sign in to activate password manager in secure anywhere with windows 10.

Welcome to the Webroot Community,
 
When Edge was first released, Microsoft had not allowed for any add-ons at all.  At this time, Webroot is working to be able to use the browser extensions, including the Web Filter, but I do not know the plans or timing for having the Password Manager.
 
As you noticed, IE does still support the Password Manager, as does Chrome and Firefox.  At this time, you will need to use one of those to be able to use the Password Manager 'live' with websites.

If I may just add to what Sherry has posted...by way of further information that may be of interest to you? The provision/support  of Addons/Extension under Edge is in the works, and in fact as originally planned, as far as I know, for the upcoming (if you have not already got it) Fall Update from Microsoft re. Windows 10.
 
Unfortunately, they have decided to put it back once more but it would seem that it will happen at some time soon...so watch this space as I am sure that as sooon as avaialble the Webroot Development Team will be looking to have an Edge capable version of the extensions available as soon as possible thereafter.
