Does anyone know if, Webroot has or is there a way to tell if someone is looking or listening in on my devices?

There is no simple answer to your question. Webroot SecureAnywhere can detect malware that may be used to capture audio and video from your computer.
 
The real questions here are:
 
Do you think you are being hacked? and Why do you think you are being hacked?
 
We would really need more information...
 
The old "tape over the webcam on your laptop or camera-equipped monitor" trick is generally the recommended protection against hacking your camera.
