How can I disable webroot program temporarily so that I can install a new program on to my laptop?

To do what you want to do you will have to shut down WSA temporarily, and then reenable it once you have completed the activity. To do this right click on the WSA notification tray icon (circle with a 'W' in it, that should be green), from the context menu displayed click on 'Shutdown protection', enter th CAPTCHA characters requested, and that should do it.
 
Undertake your install, and then remember to restart protection by either rebooting or double clicking the WSA icon on your Desktop.
 
BTW, you should not need to disable WSA to install an application, so are you experiencing some issues when doing that? And if so what are they...as WSA may legitimately be flagging up issues with the installer that should not be ignored.

I've kinda got the exact same problem as PandiGuy.
 
I want to download and run Taskbaric but every time i down load it and try to extract the files Webroot blocks the installation. Should I dsable or not?
 

 
And just so you know todays font is Helvetica size 3.

I certainly would NOT do so and I would heed WSA advising that there is something potentially amiss with the download. What you are seeing is pretty common behaviour indicative of the potential presence of PUAs or Potentially Unwanted Applications in the download.
 
In case you are not aware PUAs are non-malware programs that are very annoying at best in that they cause pop-ups, redirect your browser home page, and other behaviour that may slow down the computer and direct ads your way, but they are not actually doing anything bad like damaging files or stealing information. Often they are installed intentionally by you the user as browser add-ons for various tasks such as quick search tools. But they also come with the result of added annoying pop-ups and ads. Other times they 'piggy back' with other software that you installed, or try to 'sneak' onto your system entirely.
 
And the crucial point here is that the key to avoiding them is to make sure that when downloading apps one does so from the author's own website or one that they have recommended, and not 3rd party downloading site.
 
So if you have not initiated your download from the author's website but rather from a 3rd party site then please delete the download and redownload as advised.
 
If you get the same as before from the officisl site then the issue is most likely a false positive and in that case you should be able to safely restore the quatantined item...but if you have any doubtnthen please open a suppor ticket so that the Support Team can check this out for you and if necessary whitelist the item so it does not FP.

While the file is sitting in your download folder, you could always go to https://www.virustotal.com/ and upload the file to scan it with 58 engines to see how many are detecting it, and if it is not detected or a low number of engines, then more then likely it is a False Positive, although you still can not be 100% certain, but it will give you an idea. Watch which engines detect it, and if they are well known, i would be leery of it. You can also upload this file via the submit a file built into webroot and have their lab anaylize it. 

Personally I would be wary of false positives from some of the lesser well known AVs included by VirusTotal...and if there is any doubt whatsoever then opening a support ticket, as previously suggested, is the recommended approach.
