how can i download programs with webroot enabled? It won't allow me to download any at all.
I am not able to install programs with webroot enabled, It just stops the installation process.

Can you tell us what your trying to download/install and from where? Most free programs come with PUA's so that could be the reason WSA is blocking them: https://community.webroot.com/t5/Techie-KB/How-to-Remove-Potentially-Unwanted-Applications/ta-p/40744
